Roseau County was once the home of many Chippewa, Sioux, and Mandan tribes. Archeologists have found artifacts within the county belonging to these tribes that date back 7,200 years ago.

The county was founded on February 28, 1894, established December 31, 1894 from Kittson County, and received an addition from Beltrami county, February 10, 1896. The name originates from "Ga-shash-agunushkokawi-sibi or the-place-of-rushes-river, or briefly, Rush River." The Roseau County Seat is situated in Roseau.
